I became Leader of Waltham Forest Council in 2003 and was re-elected as Leader after the local elections in May 2006. I am very proud of the things Labour has achieved here. We have improved the Council dramatically, especially some of the most important services like Social Services, the Environment and Education. This was recognised in February 2007, when the Audit Commission awarded the Council 3 Stars out of a maximum of 4 and an 'Improving Well' commentary. This meant that in just one year we had leapt from 1 Star to 3, making us one of the most improved councils in the country. In Walthamstow we have been working with the Princes Foundation to create a new and better town centre and in Leytonstone we are working with local business to build a local Business Improvement District or BID.

Over the past 12 months we have also started to deliver or delivered the following-

· £12m programme of library improvements;
· £2m plus programme of park and playground modernisation and improvements;
· Achievement of 2 Stars for Ascham Homes- unlocked £17m of Decent Homes money;
· Our Council Tax commitment- maximum increase of 2.5% for the next 3 years- one of the lowest in London;
· £200m Building Schools for the Future programme which will see every secondary school in  the Borough either rebuilt or refurbished by 2011; and
· Delivering a Construction and Skills Centre.

However, there is a lot to do. We will not rest until Waltham Forest is one of the best councils in the country, serving all its residents with excellent services. I will use every opportunity I can to improve our Borough. The most important opportunity we have is the Olympics and Paralympic Games in 2012, which will shape this for the next 20 years or so.
